Cole declared, \u201cthe Communist victory in 1949 was an Army victory.\u201d <span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_324_1('footnote_plugin_reference_324_1_1');\" onkeypress=\"footnote_moveToReference_324_1('footnote_plugin_reference_324_1_1');\" ><sup id=\"footnote_plugin_tooltip_324_1_1\" class=\"footnote_plugin_tooltip_text\">[1]<\/sup><\/a><span id=\"footnote_plugin_tooltip_text_324_1_1\" class=\"footnote_tooltip\">Cole,16.\u00a0 Moreover, most wars that the Communist government had experienced during the Mao\u2019s period were land wars (Cole, 8).<\/span><\/span><script type=\"text\/javascript\"> ocean during 1930s-first 1940s, the main battlefield was the Chinese land, so that the Chinese did not have any sufficient naval power. <span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_324_1('footnote_plugin_reference_324_1_2');\" onkeypress=\"footnote_moveToReference_324_1('footnote_plugin_reference_324_1_2');\" ><sup naval power, it might be able to suffer the Japanese military forces, by blockading the supply line from Japan to the continent.\u00a0 However, China could not afford it with&nbsp;&#x2026; <span state.\u00a0 In Taiwan, there are people who share the Chinese culture, so that they should be under the same central government (in this case, under the Communist Party).\u00a0 Mao claimed that a strong navy was needed to defeat the imperialists, but there were many problems to accomplish its goal. <span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" People\u2019s War was adopted as the naval strategy in this period; the coastal defense was the major goal of the PLAN, and the lack of modernized vessels and trained personnel was caused by the Korean War and domestic instability. <span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_324_1('footnote_plugin_reference_324_1_16');\" increasing threat from the Soviet\u2019s Navy, and supported by domestic stability under Deng Xiaoping, the PLAN finally was able to take on an important role in China\u2019s security strategy.\u00a0 First, the Soviet power became the serious threat after the split of 1960. <span class=\"footnote_referrer\"><a role=\"button\" tabindex=\"0\" onclick=\"footnote_moveToReference_324_1('footnote_plugin_reference_324_1_17');\" onkeypress=\"footnote_moveToReference_324_1('footnote_plugin_reference_324_1_17');\" ><sup
